JOB DESCRIPTION
Budget & Finance Assistant
To provide accounting policy guidance and income/award and budgetary management and support across the SEA Region. Ensure effective financial controls exist and are properly managed. Ensure income is managed appropriately for all sources of funding and advise budget centers on all aspects of income and awards management. Monitor the general ledger and subledgers and take action where necessary to correct errors.
Operations Officer
To support and collaborate with the Member States for further development and implementation of national policies and strategies to advance universal health coverage by strengthening of Health Systems. This includes strengthening Human resources for Health, delivery of high-quality integrated health services, Access to safe medical products and health technologies, Health Information Systems, Health Financing, leadership and Governance, community participation, and Digital Health.
Roles and Responsibilities:
Budget & Finance Assistant
1) Maintains tasks of the positions specifically related to Staff Health Insurance (SHI):
2) Advise staff regarding staff health insurance matters.
3) Draft comments/correspondence related to the incumbent’s area of work (SHI).
4) Provide back-up support to other BFU staff and perform any other task as assigned by the supervisor
Operations Officer
- Provide support to the head of the department in the administrative operations of the office in key operational areas including HR, procurement, budget and finance, logistics, office administration; and ensure consistent delivery services to coordinators and technical teams within the department
- Monitor quality assurance and compliance of transactions and provide advice to the head of the department by identifying internal operational and administrative risks; and proposing risk mitigation: management and corrective/compliance measures including creating awareness amongst the staff on the various compliance &programme requirements.
- Promote close collaborative working arrangements with other departments and Units/Programmes, at Regional and country office level including HQ. Ensure adherence to WHO rules and regulations including SOPs and checklists for various operations of the department; Serve as department’s focal point in emergency relief and disaster management operations.
BASIC QUALIFICATIONS
Budget & Finance Assistan
- Essential: Completion of Secondary school education
- Desirable: Degree/specialization in accounting would be an advantage.
- Advanced training in computer applications including excel.
- Essential: At least three years’ experience in accounting clerical work.
Operations Officer
- Essential: First level university degree in management, public or business administration, social sciences or related field from a recognized university.
- Desirable: Training in Business Administration or Program management
- Essential: Minimum of two years of progressive work experience in general administration/ program management.
